Title: Massachusetts Ocean Management Plan
Other_Citation_Details:
These data were created to support the Oceans Act of 2008, signed by Gov. Deval Patrick May 28, 2008. The legislation requires Massachusetts to develop a first-in-the-nation comprehensive plan to manage development in its state waters, balancing natural resource preservation with traditional and new uses, including renewable energy. For text of the Oceans Act, see <http://www.mass.gov/legis/laws/seslaw08/sl080114.htm>. The final ocean management plan provides a comprehensive framework for managing, reviewing and permitting proposed uses of state waters. In addition to the management and administrative frameworks of the final plan, an accompanying volume provides a comprehensive baseline assessment cataloguing the current state of knowledge regarding human uses, natural resources, and other ecosystem factors in Massachusetts and surrounding ocean areas.

Description:
Abstract:
This dataset was created by combining reclassified National Oceanic and Atmospheric Administration (NOAA) Coastal Change Analysis Program (C-CAP) data, the National Park Service's Cape Cod National Seashore data layer, and the U.S. Fish and Wildlife Service's National Wildlife Refuges dataset. CZM grouped the C-CAP data into three classes (from more to less developed): high and medium intensity developed; low intensity developed, open spaces developed, cultivated land, and pasture/hay; and all other land use and land cover classes. The Cape Cod National Seashore and National Wildlife Refuges were overlaid on the reclassified C-CAP data as the least developed land cover class, and these four classes were displayed. The data were clipped to within a half mile of the coast.
Purpose:
These data were used in the development of a comprehensive ocean management plan to protect critical marine resources and foster sustainable uses in Massachusetts state waters as mandated in the Oceans Act of 2008.

Dataset from which the Cape Cod National Seashore was extracted and then combined to create this data layer.
Process_Step:
Process_Description:
The C-CAP data were masked to the coast and reclassified:
A 1:25,000-scale coastline was buffered 0.5 miles. The extract by mask tool was used to mask the C-CAP data using the buffered coast as the input mask. The masked C-CAP data were then extracted by mask once again using a 1:25,000-scale community boundaries data layer as the input mask (to remove C-CAP data not on land). The masked C-CAP data were then reclassified using the following classes:
Old value (land use/land cover class) --> New value (reclassified class)
2 (High Intensity Developed) --> 1 (Most Developed) 3 (Medium Intensity Developed) --> 1 (Most Developed) 4 (Low Intensity Developed) --> 2 (More Developed) 5 (Open Spaces Developed) --> 2 (More Developed) 6 (Cultivated Land) --> 2 (More Developed) 7 (Pasture/Hay) --> 2 (More Developed) 8 (Grassland) --> 3 (Less Developed) 9 (Deciduous Forest) --> 3 (Less Developed) 10 (Evergreen Forest) --> 3 (Less Developed) 11 (Mixed Forest) --> 3 (Less Developed) 12 (Scrub/Shrub) --> 3 (Less Developed) 13 (Palustrine Forested Wetland) --> 3 (Less Developed) 14 (Palustrine Scrub/Shrub Wetland) --> 3 (Less Developed) 15 (Palustrine Emergent Wetland) --> 3 (Less Developed) 17 (Estuarine Scrub/Shrub Wetland) --> 3 (Less Developed) 18 (Estuarine Emergent Wetland) --> 3 (Less Developed) 19 (Unconsolidated Shore) --> 3 (Less Developed) 20 (Bare Land) --> 3 (Less Developed) 21 (Water) --> 3 (Less Developed) 22 (Palustrine Aquatic Bed) --> 3 (Less Developed) 23 (Estuarine Aquatic Bed) --> 3 (Less Developed)

Datasets of the seven National Wildlife Refuges (NWR) adjacent to the Massachusetts ocean management planning area were downloaded from the U.S. Fish and Wildlife Service website and merged. The polygon features were converted to a raster with the MAXIMUM_AREA cell assignment type and a cell size of 24.153517 (which is the same cell size as the C-CAP data). The is null tool was used with the NWR raster.

The Cape Cod National Seashore (CCNS) was extracted from the National Park Service's "Current Administrative Boundaries of National Park System Units 08/03/2009" data layer. The data were projected to the Massachusetts State Plane Coordinate System, Mainland Zone (FIPS zone 2001), meters. The polygon features were converted to a raster with the MAXIMUM_AREA cell assignment type and a cell size of 24.153517 (which is the same cell size as the C-CAP data). A con statement was used in the single output map algebra tool to combine the two is null rasters so that if the NWRs or CCNS are located in a cell, then the cell receives a value of 1, otherwise the cell receives a value of 0:
con (((con (ccns_isnu == 1, 0, 1)) + (con (nwr_isnu == 1, 0, 1))) > 0, 1, 0)
A con statement was then used in the single output map algebra tool to combine the NWR and CCNS raster with the reclassified C-CAP raster so that the NWR and CCNS were the least developed land cover class:
con (nwr_ccns == 1, 4, recl_wo_pris)
The extract by mask tool was used to mask the output raster using the buffered coast as the input mask.
The raster was converted to a polygon.
