These data were created to support the Oceans Act of 2008, signed by Gov. Deval Patrick May 28, 2008. The legislation requires Massachusetts to develop a first-in-the-nation comprehensive plan to manage development in its state waters, balancing natural resource preservation with traditional and new uses, including renewable energy. For text of the Oceans Act, see <http://www.mass.gov/legis/laws/seslaw08/sl080114.htm>. The final ocean management plan provides a comprehensive framework for managing, reviewing and permitting proposed uses of state waters. In addition to the management and administrative frameworks of the final plan, an accompanying volume provides a comprehensive baseline assessment cataloguing the current state of knowledge regarding human uses, natural resources, and other ecosystem factors in Massachusetts and surrounding ocean areas.

Description:
Abstract:
These data have been derived from Massachusetts Division of Marine Fisheries (DMF) fishermen catch reports, Standard Atlantic Fisheries Information System (SAFIS) dealer transaction reports, and National Marine Fisheries Service (NMFS) vessel trip reports. The raw reported data refer to either DMF Statistical Reporting Areas, DMF Designated Shellfish Growing Areas, or Latitude/Longitude point coordinates. The amount of fishing effort (# fishing trips / year / sq km) from all sources were combined and converted to a 250 x 250-meter raster grid. Likewise, the landings value (# fishing trips / year / sq km) per area were calculated and converted to an identical grid. To prevent the scale of commercial fisheries in one part of the state overshadowing the importance of those in other parts of the state, the planning area was broken into 2 regions: north of Cape Cod and south of Cape Cod. These two grids were re-classified into 10-percentile bins within each of those regions, so as to place them on the same scale. They were then combined with equal weight and reclassified into the top 25% (value = 4), middle 50% (value = 3) and bottom 25% (value = 2) of the data.
To allow for consistent evaluation and comparison of a variety of datasets with distinct spatial resolutions, accuracies, and other characteristics, the Massachusetts ocean management planning area was partitioned into 250 x 250-meter grid cells, each with a unique ID. These data were converted to the planning area grid by extracting all of the cells in which the data layer occurred. The data were then dissolved into one feature.
Purpose:
These data were used in the development of a comprehensive ocean management plan to protect critical marine resources and foster sustainable uses in Massachusetts state waters as mandated in the Oceans Act of 2008.

Dataset from which the data were extracted. DMF binned the data into high, medium, and low categories based on top 25%, middle 50% and bottom 25% of the data, and CZM extracted the high class to represent high effort and value commercial fishing areas.

Process_Description:
Using the Resample tool in ArcGIS with the nearest neighbor resampling technique, CZM resampled the raster to align it with the 250 x 250-meter Massachusetts ocean management planning area grid. From the resampled raster, CZM selected and exported the "high" areas (top 25%) and converted the data to a polygon.
