Abstract:

This data layer represents recreational boating areas identified by the Massachusetts Marine Trades Association in the Massachusetts ocean management planning area. This dataset annotates charts provided by the Massachusetts Office of Coastal Zone Management, with the annotations depicting known recreational boating areas currently in regular use for recreational boating, including pleasure boating, recreational fishing, boating races, and transit navigation routes, within the Massachusetts ocean management planning area.
Areas used historically but not currently for recreational boating purposes were not included in the dataset. Areas used only infrequently were also not included in the dataset (e.g., races held only every few years). While some recreational boating does occur year-round, the majority of recreational boating is relatively seasonal in Massachusetts, so all areas indicated are in lesser use during winter months than in warmer weather.
The dataset was based on memory, recorded coordinates, race charts, and all other information available to the experienced contributing mariners. Additional feature polygons were added to this dataset from a survey on recreational boat use gathered from local marina operations.
To allow for consistent evaluation and comparison of a variety of datasets with distinct spatial resolutions, accuracies, and other characteristics, the Massachusetts ocean management planning area was partitioned into 250 x 250-meter grid cells, each with a unique ID. These data were converted to the planning area grid by extracting all of the cells in which the data layer occurred. The data were then dissolved into one feature.

Purpose:

These data were used in the development of a comprehensive ocean management plan to protect critical marine resources and foster sustainable uses in Massachusetts state waters as mandated in the Oceans Act of 2008.

The recreational fishing and boating polygons were digitized from highlighted regions on a set of recreational fishing and boating maps from the Massachusetts Marine Trades Association (MMTA). The set of maps are National Oceanic and Atmospheric Administration (NOAA) charts marked with boat routes (red lines), recreational fishing areas (highlighted yellow), recreational boating areas (highlighted blue), and sail boat races areas (hashed blue) as specified by various boaters and fishermen.
