These data were created to support the Oceans Act of 2008, signed by Gov. Deval Patrick May 28, 2008. The legislation requires Massachusetts to develop a first-in-the-nation comprehensive plan to manage development in its state waters, balancing natural resource preservation with traditional and new uses, including renewable energy. For text of the Oceans Act, see <http://www.mass.gov/legis/laws/seslaw08/sl080114.htm>. The final ocean management plan provides a comprehensive framework for managing, reviewing and permitting proposed uses of state waters. In addition to the management and administrative frameworks of the final plan, an accompanying volume provides a comprehensive baseline assessment cataloguing the current state of knowledge regarding human uses, natural resources, and other ecosystem factors in Massachusetts and surrounding ocean areas.

- Abstract:
-
This dataset documents the density of vessel tracks during 2008 in the Massachusetts ocean management planning area and adjacent waters for commercial vessels greater than 299 tons. CZM digitized polygons from this dataset to represent areas where greater than 50 vessels were recorded over the duration of the year 2008 in a 250 x 250-meter grid cell.
The raw data were provided courtesy of Stellwagen Bank National Marine Sanctuary. Applied Science Associates (ASA) analyzed the raw data to create a raster grid. CZM digitized this dataset from the raster produced by ASA.
To allow for consistent evaluation and comparison of a variety of datasets with distinct spatial resolutions, accuracies, and other characteristics, the Massachusetts ocean management planning area was partitioned into 250 x 250-meter grid cells, each with a unique ID. These data were converted to the planning area grid by extracting all of the cells in which the data layer occurred. The data were then dissolved into one feature.
- Purpose:
-
These data were used in the development of a comprehensive ocean management plan to protect critical marine resources and foster sustainable uses in Massachusetts state waters as mandated in the Oceans Act of 2008.

The AIS data for the Massachusetts coastal region were recorded by the US Coast Guard. The data for 2008 were provided to ASA as daily log files. These files were decoded using AIS Parser (<http://www.aisparser.com/>) written by Brian Lane. This C library provides routines to concatenate records and decode the NMEA sentences into the data fields. The decoded log data were then analyzed in MATLAB to evaluate the ship track density.
The vessels are counted as they pass through the cells of a regular grid covering the coastal region. Each vessel is counted once as it enters a grid cell and is not counted again unless it has been at least half an hour since it was last in a particular grid cell. This allows ships which repeatedly follow the same course over a month to be counted properly, while only counting a vessel once even though it may be recorded several times as it passes through a particular cell. One problem with this method is that if a ship is moored or on station for a long time it causes a spike in the results. These moored vessels have been removed from the data set. Missing data and intermittent records are not addressed in this data set. The statistics may be effected by the station location and the range of the receiver.
The grid used to count the vessels in this file is the ocean management planning area grid covering the Massachusetts coastal region. It has a 250-meter grid resolution.
